As an administrator, I want to deploy a new cache to the cluster, still keeping the cache Unavailable for reads/writes.

Newly created caches should be in offline mode by default (no available for remote clients) until the administrator makes them available. 

This feature depends on the ability to set caches online / offline for remote clients.
