Openshift on the other hand uses [Hawkular and heapster for collecting metrics|https://github.com/openshift/origin-metrics]. A dedicated entry in manual might be found [here|https://docs.openshift.org/latest/install_config/cluster_metrics.html].

Kubernetes supports CPU-based autoscaling out of the box whereas, according to the [OpenShift manual|https://docs.openshift.com/enterprise/3.1/dev_guide/pod_autoscaling.html], OpenShift requires properly configured cluster metrics. The manual also vaguely mentions memory based autoscaling but it should be somehow supported since Heapster collects both memory and CPU metrics.
