This is not a bug and is by design.  If you wanted to discuss how this can be improved to utilize a distributed queue that is fine, however there is nothing like that in Infinispan atm.  Although you could implement this yourself by using a DIST cache and inserting an element with a cluster listener installed to fire the task.
