But how do you know if there's a conflict?

Also, I wouldn't want to have advanced flags and options which are user's responsibility to get right if we can't clearly explain when there's need. You also need to ship a safe default, what would that be?

I agree with your hopes on not allowing "intentional stealing" by a _different_ deployment unit. We still need to make sure to guard about unintentional stealing though.
