If a size for eviction is set and the stategy is NONE or MANUAL the strategy will flip to REMOVE with a DEBUG message only. This is unexpected from a user perspective and should log a WARN message without changing the strategy.

If REMOVE strategy is set there should be a WARN message if there is no persistence as the cache will become inconsistent because an entry might get removed from some instances!
