{{org.infinispan.configuration.global.SiteConfiguration}} is used to set the local site name and the problem is that it can be set to anything (or forget to set it). The only value for the local site that matters if the value from RELAY2.

Infinispan can get the local site name from RELAY2 (JGroups).
