This can manifest issues like https://ci.infinispan.org/job/Infinispan/job/master/1856/testReport/junit/org.infinispan.notifications.cachelistener.cluster/ClusterListenerReplInitialStateTest/testPrimaryOwnerGoesDownBeforeBackupRaisesEvent/

In this case when the node is shutting down we shouldn't be throwing such errors and instead it should be a IllegalLifecycleStateException so that other nodes know it was due to it shutting down.
