Actually the log messages in the description are for individual caches ({{[Context=transactional-type]}} says the cache name is {{transactional-type}}). They are also logged only on the coordinator, the other nodes don't have them.

But it would be nice to have a cache manager event telling applications when all the caches have finished rebalancing/conflict resolution.

There is already a cache manager event signalling that rebalance is starting, sort of: a {{ViewChangedEvent}} signals that the cluster membership changed, and most of the time a cluster membership change is followed by rebalancing in some/all the caches.
