Nope.  You need Cygwin.  Why Windows doesn't have a touch equivalent,  
I'll never understand.

Correction: you can use a weird form of the copy command that will do  
it, but I had to look this up:

copy /b filename.ext +,,

In other words, just install Cygwin.
