Ok, the behavior is different because:
- One is the fancier servlet layer error page processing (which does
user error pages, etc)
- One is the web container (lack of) error report mechanism (which gets
invoked when there's no webapp)
- One is the Http server of the JVM doing something diffent (which may
change anytime since the implementation is pluggable)
