[jboss-as7-dev] response header clarification

I am working on the payload headers that indicate the requirement for a server restart/reload.
Can someone explain to me the difference between "operation-requires-reload" and "process-state" ?

{
[INFO]     "outcome" => "success",
[INFO]     "result" => {"step-1" => {
[INFO]         "outcome" => "success",
[INFO]         "response-headers" => {"operation-requires-reload" => true}
[INFO]     }},
[INFO]     "response-headers" => {"process-state" => "reload-required"}
