[jboss-as7-dev] unreferenced jars ok?

I'm making a zip for resteasy that will allow people to upgrade resteasy 
in AS7.  Is it ok for there to be unreferenced "dead" jars in the 
modules/ directory?  There is no implicit jar pull-ins right? 
Everything wanted/needed is listed in the module.xml file correct?
