[jboss-as7-dev] Subsystems external configuration files

The transaction subsystem tries to read and parse $HOME/jbossts-properties.xml 
file and fails to start correctly if the file is incompatible with the 
runtime. [1]

The general question is if it is OK when various subsystems as a default use 
external files  (outside the domain configuration model and configured config 
dir) to get configuration?
