[jboss-as7-dev] jboss-all.xml external to the deployment

The support is actually already in master, however the syntax is going
to change.
Have a look at both the DeploymentOverlayTestCase for domain and
standalone examples of the current syntax, and
https://github.com/jbossas/jboss-as/pull/2989 for how it is going to
change.
It is actually going to have a few more changed made after this as well,
to make it easy to add content in a similar way to deployments, and also
the CLI will have high level commands added to make this even easier.
