[jboss-as7-dev] cant get rid of jetty maven plugin - so lets mavenize JBoss Modules

Note that shipping the already populated maven repo or one that needs to be populated with Downloads becomes an option.

A single mvn command can reproduce the latest version of the maven repo as Bill wants.  Optionally.
