After some thought, I have decided not to have a separate POJO-based eviction policy since semantically it is just not correct. Instead, I choose to go with underlying plain cache passivation. Please this jira for detailed explanation:

As a result, there will not be any eviction/activation/passivation emitted from the PojoCache level.
