you should probably look at the jboss AS docs that explain how to create services into JBoss AS. JBoss Portal 2.x leverage that infrastructure.

the AS docs are here : http://docs.jboss.org/jbossas/jboss4guide/r5/html/. In particular you want to study 2.4. Using JMX as a Microkernel. Once you are familliar with that you can study the file jboss-portal.sar/META-INF/jboss-service.xml that contains the services assembly of the portal.
