Is there a use case to provide the XML interceptor configuration that currently can't be done progrmatically? 

I mean, I'd prefer to have the full interceptor stack configurable via XML if that is the case. But given the number of interceptors that we have now, I agree this is too bloated. So maybe we will just leave it to runtime configuration then?
