Those JIRA tasks are a snashot of requirements:

WIKI first pass -> JIRA tasks -> JIRA tasks Resolved

Once it is done, Chris D. will produce a second pass if necessary.

JIRA should not  be used as a roadmap or a content system, it is software to keep track of evolution of the state of the project.
