I fixed it. EnvironmentRefsGroupMetaData should have bound serviceReferences to service-ref element.
Now there is a different exception.

org.jboss.xb.binding.JBossXBRuntimeException: {http://java.sun.com/xml/ns/javaee}port-component-ref not found as a child of {http://java.sun.com/xml/ns/javaee}service-ref

It seems like the implementation of the ServiceReferenceMetaData is incomplete.
