Just to recap on what my original question was.

We have partial queues on each machine, we're not talking about whether we should have partial queues or not. We're talking about whether we should have _message redistribution_ in its current form ,or in a different form or got rid of altogether.

Let me define message redistribution as "The moving of messages between partial queues. This occurs after the message has reached its first partial queue. Messages are pulled from one node to another based on whether the remote node is active and the local node is busy".

Don't confuse message redistribution with load balancing of connections across nodes - that's something different.
