The new CLMD with Requirements/Capabilities has everything we need.
Along with Module and Domain they have been rewritten to have all the OSGi notions.

For OSGiMetaData, there should just be deployers that transform Manifest.MF --> OSGiMetaData --> ClassLoaderMetaData.
