I think having a pluggable policy-based approach is best, where one policy implemenation provides the behavior you describe. See somewhat related discussion at http://www.jboss.com/index.html?module=bb&op=viewtopic&t=135735 .

Even with what you describe though, I think there needs to be the ability to shut down a problem node without having to shut down the entire cluster. A shut down involves an undeploy, so we'd still need to solve the issues described here.
