There is no such thing as JBossSOA. As Kevin points out, the closest thing we have to a community SOA-P is JBossESB. The team and the platform guys are working to make the transition from JBossESB (community edition of SOA-P) to SOA-P (productization release) as smooth as possible. There is no need for some other project to do this: it should be part of JBossESB.
