Yes, otherwise no deployers can load classes until after the aop deployer runs in the REAL phase. That makes the POST_CLASSLOADER and PRE_REAL phases of limited value.

The aop deployer also needs a unique output or we need to use a relative ordering to ensure its the first POST_CLASSLOADER by default.
