I was really referring to the namespace scoping rules of the domain xml itself, not the implementation mapping, since I thought we were going to avoid talking about the jboss-managed/ps api stuff for a bit.

So we could for example allow resources to be declared at every possible point in the domain.xml (domain, cluster, server, etc), which is definitely more flexible for the user. However it could also make the file more complex to understand, if you had a very large domain file. The alternative approach I mention would be less flexible (you always have to have a group definition), but it would be easier to read since you have only one spot where the majority of these values can appear.
