Looks like .tld parsing is very strict:

Caused by: org.xml.sax.SAXException: Element type "tlibversion" must be declared. @ vfs:///opt/jboss-6.0.0.Final/server/default/deploy/solr.war/WEB-INF/lib/velocity-tools-2.0-beta3.jar/META-INF/velocity-view.tld[19,16]

Try fixing this, and re-package to see if it will run afterwards.
Perhaps xml validation could be disabled then on the deployer itself.
