You shold be able to use JBoss Tools on Wndows x86_64 platforms if you don't need or can live without Visula Editor. Just switch to source tab in JSP/XHTML/HTML editors and everithing should work in source editor even if Visal Editor is not loaded because of xulrunner for windows x86_64 is missing.
