That schema was introduced in ESB 4.9 and is supported in ESB 4.9 and SOA 5.1 (derived from 4.9)

SOA 5.0 is derived from the ESB 4.7 stream and supports schemas up to 1.2.0, no schema changes were made moving to 4.8.

If you have a specific problem with the platform then please raise an issue through the support channels, this is the best route to getting them addressed.  The forums are answered on a 'best effort' basis and you may not get timely responses.
