I updated the JDK from JDK 5 to JDK 6,the problem is resolved.
But I remember the document of the  below URL, JDK 5 is listed.

 http://docs.jboss.org/mod_cluster/1.2.0/html/java.building.html#d0e1700 http://docs.jboss.org/mod_cluster/1.2.0/html/java.building.html#d0e1700

Building mod_cluster's server-side components from source requires the following tools:
* JDK 5.0+
* Maven 2.0+

So the document should be changed to JDK 6+?
