It worked after i changed the ejb-jar.xml to use the ejb-jar_2_1.xsd instead of the ejb-jar_2_0.dtd.  But this is strange, because the jboss does not check the ejb-jar.xml against the schema which is specified directly in the file - it seems that the check is always done against the ejb-jar_2_1.xsd.
