You might have a look into the  https://github.com/jboss-jdf/jboss-as-quickstart/tree/master/cluster-ha-singleton cluster-ha-singleton deployer how to use the management API and start a service.
In your case I would create my own subsystem to be able to use the mngmt CLI power
