Partially answering to myself, it maybe help someone:

The file jbpm.usergroup.callback.properties should be placed in the jbpm-human-task-core.jar that is inside the jbpm-human-task.war, that way callback will work.

But the LDAP users are still not persisting in the organizationalentity table.
