Its in the public cvs under apache/commons-logging and available under
fisheye:
http://fisheye.jboss.org/browse/JBoss/apache/commons-logging

Its also been added to the repository:
http://repository.jboss.com/apache-logging/1.0.5.GA-jboss/lib/
