[jboss-dev] JBAS-5586, AnnotationMetaDataDeployer metadata complete

As part of http://jira.jboss.com/jira/browse/JBAS-5586 I changed the 
AnnotationMetaDataDeployer to consider wars and ejbs metadata complete 
if they are version 2.4 or earlier and 2.1 or earlier respectively. I 
was seeing annotation processing happening in these earlier deployments 
that was causing unexpected results.
