[jboss-dev] testsuite regression

The 2 new clustering failures had this as the root cause:

Caused by: java.io.IOException: Unable to create cache loader location 
/tmp/ClusteredSessionNotificationPolicyTestCase/1226573312449
	at org.jboss.cache.loader.FileCacheLoader.create(FileCacheLoader.java:172)
	at 
org.jboss.cache.loader.CacheLoaderManager.startCacheLoader(CacheLoaderManager.java:459)

A call to File.mkdirs() failed. This seems like an environment issue on 
the test server. Might be affecting other tests.
