Adrian Brock reassigned JBAS-3484:
----------------------------------

    Assignee: (was: Adrian Brock)

XElement is only in the JBossMQ codebase for backwards compatiblity.
i.e. for the file based state manager.

It could easily be moved to the WIKI as an example
state manager plugin and removed from the code.

I have no idea why the original author wrote their own xml writer.
