JDBCChannelMapper has a createTablesOnStartup variable but no overide.

JDBCChannelMapper has a createTablesOnStartup variable but no overide. It does not necessarilly break anything because it tries to create tables and fails. It is just a matter of consistancy and control of Schema and SQL operations.
