JBossCacheService, JBossCacheManager and TomcatDeployer all log an ERROR if clustering is not supported.  Only the TomcatDeployer logging is justified, as it's the layer that handles the error.  The other logging should be converted to DEBUG.

The appropriate log level at the TomcatDeployer level (JBAS-3513) is a separate issue.
