When users first arrive to the portal home page after installing JBP, it is a good idea to allow them to test out drag and drop immediatly.  However, editing shared pages doesn't persist for longer than the user session.  We need to make sure that users understand that by giving them some kind of notification when they drag a portlet on a shared page as an anonymous user.
