After we get the basics working, we will have to think about when/how to delete a queue without consumers.

Router will still deliver messages to FailedOverQueues, even after there are no more clients on that queue. 

We will take care some of this with redelivery policies but we could just delete a queue after some time (+ transfering data to another LocalQueue)
