ModulePropertyManager doesn't seem to report any error when it fails to locate the properties file in question...

This can lead to major confusion.  It does report errors if it locates the file and there's something wrong with the format (i.e. a parse error), but there's nothing if the properties file is not found.  There should at least be a warning.
