So the following ar the config dependencies as I understand them (not including the likes of log4j etc configs):

jbossesb-appl.ear:
- jbossesb-properties.xml

ESB (GpListener):
- jbossesb-properties.xml
- The listener configuration ala DomElement (.xml)

I think I saw a recent mail where Daveid Degroff was working on a schema for the listener configurations.  That may have an impart here if he's doing more than just specifying the schema.
