It is possible in new Forums.
If you want to have summary view as the default setting for every user the only thing you have to change is one of values of managed bean called "defaultPreferences" found in forums-config.xml.
Setting value of property "summarytopiclimit" to 0 will turn off summary view. Nevertheless each user can override this value in his preferences value. So, if he want summary view he can have one just for himself.
