When compiling the above file, I get the error:

2006-09-25 09:56:54,914 ERROR com.ca.data.controllers.issuer.PersistIssuer Unable to add processing rules, exception unspecified. 
org.drools.rule.InvalidRulePackage: Function Compilation error

        at org.drools.rule.Package.checkValidity(Unknown Source)
        at org.drools.common.AbstractRuleBase.addPackage(Unknown Source)


When I remove the line with the generic, it compiles fine.  Also there is no additional info other than exception unspecified.
