Using a Package with a not condition across multiple RuleBases causes ArrayIndexOutOfBoundsException

When a Package containing a "not" condition (i.e. when not Fact()) is used in multiple disparate RuleBases, an ArrayIndexOutOfBoundsException is thrown.

The exception will be thrown after the WorkingMemory from the second RuleBase using the same Package is executed.
