Set SFC.control_unicast via a config event

See parent task for meaning of SFC.control_unicast.  TP impl should be able to send a config event up the stack to indicate if a TCP-based config is used.  If such a config event is received, control_unicast should be set to false automatically.

Separated this from the parent task as it's not needed for 2.4.1.SP2.
