There has been a url change and infrastructure have not got redirects working yet :( If you go to the main drools home page now and navigate to the docs page you'll see it does have the correct docs:
http://labs.jboss.com/drools/docs/index.html

the build.xml files no longer exist as we are totally mavenised now.
