I just corrected both maven wrong references as well the operation word. 

about you confusing compiling the source, after download some project from subversion in implicit that you must cding into the downloaded folder, but of course I can explicitly say that; about the 100MB download its the eclipse distro plus some plug ins to build and test the drools eclipse IDE as you can  see the eclipse and documentation optional to build drools from trunk

just type
C:\dev\jbossrules\> mvn clean install
