add flag to improve deployment time by ignoring .jars/.ejb3 with no ejb-jar.xml or jboss.xml

Currently all jar/ejb3 files are scanned for the existence of annotated classes. This can cause slow deployment times. Create a switch with flag for only deploying jar/ejb3 files with either/or a ejb-jar.xml or jboss.xml.
